Particle Beam Weapons like Big Bang and Novalight can cause distortion orbs when you a kill a target which lingers for a while and this will damage anyone including non hostile NPC's in a small area so don't use it places like Neon or New Atlantis unless you want to rack up a large bounty.

Maybe spend one or two skill points in sneaking, it will make it easier for you if you need to sneak in some missions.
