Doctor Barakova is the local medical officer at Nishina. She however detests her current position, as she has studied high level medical techniques but only gets to treat "papercuts and hurt feelings" on a backwater planet.
During the quest Entangled, you can find 2 versions of her journal. Giving her the journal from the destroyed universe will result in her giving additional medical supplies during the quest.
