Delivering Devils is the third UC Vanguard faction mission in Starfield.
Summary[]
Hadrian has asked the Spacefarer to find her colleague, Percival Walker, on Mars. Percival was recently working with the Trade Authority there, so that seems like a natural place to check first.

Walkthrough[]
You are tasked with the bringing of the tissue sample to Mars to Dr. Percival Walker. Your starting point will be Oktai Enbayar who Works at the Trade Authority. He will mention that Percival has left his post with a sizable debt to his name. Then he will point you towards the Sixth Circle bar for Walker's whereabouts.
Andrew Robillard, a patron, will tell you to buzz off, but the barman Lou Saavedra Interrupts him and asks you what this is all about. Lou tells you they will help if you can get rid of Walker's debt, for which he has a few ideas. One is to pay them direct, or they would advise you to break in the server room of the Trade Authority and change the debt of Walker to “something a little more reasonable, say, a few hundred credits”. You are then hailed by Cambridge Cooper who will suggest a legal way of dealing with the debt, namely an experiment on Aqueous Hematite.
Illegal route[]
Go through the Broken Spear and behind the bar, follow the quite linear path to a security post and take the door inside to the backrooms. This will lead you to an Advanced locked door, so you'll need to have at least one point invested in Security. In there, the PC is ready for use, and you can change the debt of Percival to any amount you choose. You can afterward return to Lou to have him cancel out the money now owed, or go to Oktai and pay it yourself.
Legal route[]
Either go to Oktai and pay him the 21,867 credits which is owed.
OR
Go to the Abandoned Mines east of Cydonia, you'll need to go on foot, and you'll eventually have to go in and deal with the Spacers there. Fight your way to the Spacer leader and take him down. Once that's done, the comms panel to speak to Cambridge isn't far; he'll instruct you to grab a sample of Aqueous Hematite and drop it into a Thresher. Once that's done take the data and return to speak to Cambridge, he'll notify you of an elevator key in the thresher room to help you get to the surface faster. You'll have to get back to Cydonia and go to the Sixth Circle to give his research to Cambridge, then go to Oktai and negotiate the release of Percival's debt.
Once done with the debt, go speak to Lou again. He'll give you the key to the old Red Devil's HQ through the Deep Mines. Whether you did the legal route or not, you will have either to fight all the way there, or just take the worker's entrance. Percival Walker will be waiting for you at the entrance of the old base, which you can reach from the end of the Deep Mines. He'll be worried about the sample and ask him to follow you in to analyze the sample. He confirms Hadrian's suspicions and asks what's next. As promised, you are to take him to the Sixth Circle, where Hadrian will be waiting. You'll discuss your next options; it would appear you will be dealing with the Cabinet, which means essentially three factions.
