Replies from Neon's guards can start the 'Talk to Manaia Adams' activity. Also, during the mission The Showdown, you can find Discarded Sidestar inside Warehouse 03 yourself. An influential client of Manaia Adams carelessly left evidence, she asks you to sell it to the Trade Authority merchant. Kolman Lang offers a minimum price, but with the Weapon Engineering skill you can convince him to pay more.
