Eyewitness is the fourth UC Vanguard faction mission in Starfield.
Background[]
After discovering the terrormorph in Tau Ceti and having the tissue sample analyzed, The Spacefarer is summoned before the Cabinet to talk about that discovery and hopefully get answers from the terrormorph database locked in the Armistice Archives.

Detailed Walkthrough[]
Go to New Atlantis and in front of the MAST building Hadrian can be found.
Speak to her. She will tell you the workup is in the Cabinet's hands, and the Cabinet will call both of you up once they have properly reviewed it.
Next, Hadrian will explain that she is [spoiler warning] a clone of the famed UC military commander “Vae Victis”, François Sanon. She is a byproduct of a cloning experiment by the UC. The original motivation for this cloning experiment was to artificially ensure stable military leadership for future generations of the UC military divisions.
Following the conversation, you will both be summoned to the Cabinet to discuss the Spacefarer's request. Near the end of the conversation, an explosion rocks the building, caused by Terrormorphs attacking the city.
Head to the NAT station below MAST. In the MAST NAT station itself, some citizens have gone berserk and need to be subdued with an EM weapon such as the Novablast Disruptor (if one does not have an EM weapon in inventory, there is one on the station floor.) Once the citizens are subdued, speak to the officer who was fighting, and Hadrian will advise that some terrormorphs can project pheromonics that can drive humans berserk.
Take the NAT to the Spaceport and through the broken defense gate dividing the square from the landing page and face the first Terrormorph. Once it is dead, speak with the Sergeant Yumi, the officer in charge. He will have some spare supplies and a strike squad; the strike squad can be spoken to provide additional firepower in the next assault. Once the Yumi has been spoken to, face the last two terrormorphs, located on the left hand landing pad; one is almost immediately ahead to the rear of the pad and the other to the far right of the pad.
Once both Terrormorphs have been defeated, Sergeant Yumi will send the Spacefarer back to the president to report on their success. President Abello will thank them and supports the decision to access the Terrormorph data. As a way to investigate those attacks, she will reinstate Hadrian as a major and instructs her to investigate these attacks as soon as possible. She then tells the Spacefarer they will be their representative to the two other signers of the Armistice, and she will direct them to Deputy MacIntyre in the Interstellar Affairs Department.

Notes[]
- Before starting the quest, if you speak to certain UC Security NPCs in New Atlantis, they will have dialogue spoiling the impending Terrormorph attack. This may be a bug.
- Siding with the Crimson Fleet during Legacy's End alters Abello's dialogue during this quest.
