François Sanon, also known by the nickname "Vae Victis", was the Admiral of the UC Navy during the Colony War.

Background[]

Fleet Admiral François Sanon was known as "Vae Victis": "woe to the vanquished" in Old Latin. He was one of the United Colonies most feared military leaders during the Colony War. When the UC settlement of Londinion suffered a Terrormorph outbreak, he infamously ordered that the city's spaceport be destroyed to prevent the outbreak from spreading off-world, a decision that doomed Londinion's civilian populace. When the war ended in 2311 with the Armistice, the Freestar Collective required that the UC place all of its active commanders on trial for war crimes. Fleet Admiral Sanon was one of the three UC officers who were found guilty in these trials and sentenced to death.

The UC officially claimed to have executed Sanon, but this was only a cover story. He was secretly imprisoned for life, and continued to serve the UC as a military advisor as of 2330.

François Sanon has one "child," a female clone of himself named Hadrian Sanon, and may also be related to the deceased Trajan Sanon honored on the Colony War Memorial in New Atlantis.

"President Abello was kind enough to give me a few files to peruse. Quite the series of accomplishments you've managed. But now, you face a foe unlike any other. An invisible enemy, lurking in the shadows. You're going to need all the help you can get. Which is why I'd hoped we could speak. Do you know who I am?"

[United Colonies Native] You look so familiar. You were in a movie or something, I know it. "Hmm. Not quite."
Nope. Can't say I do.
You do look sort of familiar. "Ah. There's a reason for that. Introductions first, though."
Given the amount of security, I'd say you're someone pretty important... or dangerous. "Perceptive. I like that."
A guy who couldn't afford a place with a view, clearly. "Hmm. No, I suppose not."
"I'm François Sanon. But most know me as Vae Victis. I was an admiral during the Colony War. One of its great villains, if you believe the slates. I was to be executed for my crimes... But the previous regime deemed me... too valuable to simply discard. So, they put me here. A sacrifice on the altar of peace. Even my death served the Colonies."
So... what'd you do? "To warrant my execution? The official charges I faced after the war were two-fold. The first was the destruction of civilian ships during the Battle of Cheyenne - a battle during which those civilian ships were actively attacking my fleet. The other... was ordering the bombing of the Londinion spaceport to halt the spread of the Terrormorph outbreak there. The city and its citizens were lost... but countless others likely saved. And for doing what was right... I was put on trial, and my life... irrevocably changed."
The UC faked your death then? "One final act of rebellion by the leadership that lost the Colony War. The trial was authentic - I faced tribunal with dignity - but my execution... staged. A lethal injection that was anything but. The Cabinet at that time - long gone now - wished to keep me on as an advisor. And, considering the other option, I was in no place to refuse. So I elected to trade my freedom for my continued existence. But such is the life of a soldier."
Sanon. That's Hadrian's last name. "Very astute. That's my daughter... my progeny... you've been working alongside. Has she shared with you the nature of our... little family?"
Definitely one of the chattier ghosts I've met. Except about what you actually want. "I want to help you... and my progeny Hadrian... prevent more attacks. Though I am curious..."
My god. The UC has been lying all this time! "Captain, please. There are no clean hands in galactic politics. We all do what we must to keep ourselves safe. Which, right now, means finding a way to protect the United Colonies and beyond from additional Terrormorph attacks. An effort you and my progeny, Hadrian, have already made impressive progress on. And I'd like to help. Though I am curious..."
"You want to prevent additional Terrormorph attacks. I believe I can help. In fact, we've already been working together, in a way. You, me, and... my clone daughter, Hadrian. That's not information she's shared with you, I presume?"
Your's and Hadrian's relationship is your business, not mine. "Won't even indulge an old man's curiosities. So be it."
Kind of a stretch to call what you two had "a family." "Hmm. Unfortunately, I'm inclined to agree with you."
She told me she's your clone, yes. "Did she? So willing to trust, Hadrian. I never did succeed in driving that out of her."
"Our relationship has always been a challenging one. The Major was born to become a great leader - carry on the legacy I established - and was given all the finest training to support it. And she excelled. But the universe... cut all that short. Now, though, it's placed even more crucial work in front of the two of you. And I think I have a part to play in helping you accomplish what you've set out to do."
Can you tell me more about this cloning program? "It was an attempt by the United Colonies to solidify its own legacy - forging a new generation of great leaders. They were raised by adoptive families made up of scholars and tacticians. Trained at the United Colonies' greatest scientific and military academies. Displayed incredible promise. But by the time the Colony War came to a close... there was only Hadrian. But that's ancient history now. You have much more pressing matters at hand. With which, I can help."
Not everyday I get the chance to work with a man living in a fish tank. Keep talking.
Hadrian and I are doing just fine on our own. "I'd ask you at least hear me out."
Fine. I'm listening.
"After some long years earning the trust of this current regime, the UC has been permitting me to work alongside one of their... recovery teams. Helping them gather intelligence on, locate, and organize scenarios to lure in some of the criminals that evaded justice after the Colony War. With quite a few successes, I might add. But in the process, I managed to find something else. The names and locations of Hadrian and Percival's old research team. Valuable manpower for the effort you're about to embark on. I'll tell you where they are, but in exchange, I need something dealt with."
You track down war criminals? People... like you? How's that work exactly? "Well, who better to find them? But many of them I knew personally. And I've always had a mind for details. Where someone was born. Next of kin. You'd be shocked how often an otherwise brilliant criminal flees to the planet just next to the one where they were born or where a family member resides. I simply use the my own personal knowledge and the information our group collects for me to track them down and... set things right."
Just spit out what it is you want. "Gladly."
Not sure I like the sound of this. "One task. That's all I require."
Go on.
"There is a former colleague of mine. A man by the name of Dr. Reginald Orlase. Like myself and Hadrian, he was involved in some of the United Colonies'... more problematic lines of research. Mech weapons were his speciality. If it dealt death, he could make it deal more. But when the Colony War ended, he fled, refusing to face tribunal, and has continued to peddle his skills to the highest bidder to this day. But I've finally found him. I want you to track him down and deal with him. However you're able. I'm not expecting he'll come quietly. Bring me evidence that the job's done and I'll tell you what I know."
Why have me do this? Why not hand this over to one of the members of this "recovery team?" "Captain, your files indicate a track record of unlikely successes. It is my genuine hope that, perhaps, down the line, you might become part of "our team." And this... might be something of a try out."
How do I know you're not asking me to kill an innocent man? "Speak to Deputy MacIntyre. I'm sure she'd be happy to hear that someone might be tying up this loose end at long last. Though I would ask you do not make the mistake of confusing me for a simple cutthroat."
How about I arrest him and turn him over to the UC? "You can certainly try, but the man's been out there twenty years. He's likely gone feral by now. Easier for all if you simply blow up his ship and be done with it."
I'm not killing anyone, but if he's actually as bad as you claim, I'll consider bringing him to justice. "If that's what you require to sleep at night... so be it."
I need to think about this. "By all means."
Consider him dust. "Good."
"According to my information, he's been hiding around the world of Etherea. Wolf system. There's a starstation in the vicinity. The Den. The head of the local Vanguard - one Captain Marquez - should be able to help you find our man."

Hadrian's your clone, right? Even though you're different sexes? How's that possible? "I was told the process was... decidedly complex. While we come from the same clay, the kiln and the sculptor had much to say in who Hadrian became. For the better. We are, after all, so much more than our legacies - genetic or otherwise."

What kind of a name is "Vae Victis" anyway? "It's a phrase, actually, in one of Earth's dead tongues. "Woe to the defeated." I acquired it during my school years, after defeating an older cadet so badly that it led to his dismissal from the program. Since then, it's been hurled at me by critics who didn't like the methods by which I achieved victory, but I can't say I don't like it. Stood as a reminder I wasn't a man to be trifled with."

What if I told you I wasn't able to recover anything? "I'd say it'd be a waste of your and the Major's time to have to track down the research team on your own. Surely you found something."

"This is fine work, Captain. I can ensure the remaining team members find their way to the Red Devils Headquarters... except for one. That one, you'll need to collect yourself. His name is Kaiser. You can find him on the Freestar world of Niira, wandering the battlefield there. The area was ground zero for Xenoweapon deployments during the war, so I would arm yourself appropriately. And I think you'll want to check in with Hadrian and Dr. Walker before paying it a visit. Kaiser will likely have security protocols you'll need their help to overcome."

Why are you helping us with this? "I dedicated my life to the United Colonies. Every effort of my being to their protection. I even gave them my heirs. Even if my circumstances have changed, my purpose has not."
Security protocols? Wait, is this Kaiser guy... a robot? "A military Model A, yes. Specifically customized for the needs of the Xenowarfare team during the Colony War. A powerful resource - if you can recover him."
This better be worth it. "You're saving the galaxy, Captain. What tool wouldn't you use to protect it?"
Thanks for the information. "Of course. We're protecting the galaxy, Captain. We'll need every tool at our disposal."

"Well, what a pleasant surprise. When I heard you and Hadrian were headed for Londinion of all places, I presumed you must be onto something big. Did you find what you were looking for?"

I don't know. Is there anything you want to tell me about your time in Londinion? "I haven't been to Londinion in many years. Why? Is there some way I could be of assistance? Were you able to recover what you were looking for?"
Don't play dumb. We know you were behind the attacks on New Atlantis and Tau Ceti. "... now what in the heavens would make you claim something as ludicrous as that?"
Oh, we did. And a whole lot more. "Good news, then. So... what exactly are you doing here? Plenty still to be done in defeating the Terrormorphs, no?"
Please stop. You murdered UC citizens and you're going to pay for it. Now confess!
I know you're involved in attacking Tau Ceti and New Atlantis.
"... now what in the heavens would make you claim something as ludicrous as that?"
We found a recording - of you - discussing the use of Terrormorphs as a weapon. "... did you."

Because you're the only other person who knew that the Lazarus Plant could be weaponized.
We recovered a recording. "An invisible weapon." You were talking about the Terrormorphs. "... did you."
"Well... I don't know what you think you heard on this recording, but I sincerely hope you didn't come to the wrong conclusions. After all, given the Cabinet's current state of anxiety, they might... misinterpret such a discovery to mean I could've been involved with the attacks. Perhaps I can convince you to keep this among us?"
So you really don't know anything about the attacks? Is that what you're claiming? "Of course. Do I look like I'm in any position to do what you're describing? So I'd very much appreciate your agreement to not share what you found. We wouldn't want anyone else jumping to conclusions, now would we?"
I've got no plans to tell anyone. I just want to know the truth.
Sorry. I'm telling the Cabinet what we learned. Consider this your chance to come clean. "You know, you're far more clever than I expected."
No more lies! Confess or I turn over what I found! "You know, you're far more clever than I expected."
"You want to hear the words, then? I did it. The Terrormorph attacks on Tau Ceti. New Atlantis. My doing. Years of coordination between my associate and I, figuring out how to deploy the Lazarus Plant's pollen outside of Londinion. Learning to synthesize it. Use it as a weapon. Now, being as clever as you are, I'm sure you have thoughts on why I might do such a thing?"
Associate? Who have you been working with? "All in due time. First, I want to see if you're truly as astute as you appear. So why would someone like me go through all this trouble?"
No better way to show the UC what a deadly weapon they have in the Lazarus Plant than to use it. "Hmm. Not a bad thought, but no."
To work on something that long... this seems personal. "You couldn't be more right."
Because you're a mad man and a murderer and you live to sow death. "Hmph. Hardly."
"The attacks... were a correction. When I discovered the plant, I did consider handing over what I'd found. But we were at war, and I couldn't risk information that dangerous falling into the wrong hands. So I ordered the bombing of the Londinion spaceport, fixing two problems at once - halting the spread of the city's Terrormorph outbreak... And sealing away knowledge of the plant's potential."
You didn't even trust your own people in the UC? "These were the final days of the Colony War, Captain. The Freestar Collective had spies everywhere. I was concerned that, if word got out, the Collective could swoop down, start breeding Lazarus Plants, and overrun our worlds with waves of Terrormorphs. Just like what was happening on Londinion at that very moment. Sealing off the city to prevent mass death? It was the only option that made sense at the time."
That information should've been handed over. Secured it to keep it from ever being used. "It's easy to judge now. But the Freestar Collective had spies everywhere. In that moment, I wasn't about to add another dangerous variable to an already catastrophic war."
You just said it took you years to use the plant outside Londinion. You killed them for nothing! "Simple to say now. But with the outbreak raging from a barely understood source, the moment demanded quick action. So I did what was required. I removed a dangerous variable from an already catastrophic war."
Please. No secret is so dangerous that you can justify condemning so many lives. "Easy to say now. But at the time I didn't know the Lazarus Plant couldn't be plucked from the ground and used to cause even more death. I wasn't going to allow another dangerous variable be added to an already catastrophic war."
"But then, as the war ended - my trial, my execution - I made a decision. After all, I'd given everything for the Colonies, my life as I knew it included. And what did I get in return? Was there any effort by the UC to protect my legacy? My daughter's legacy? No. We were sacrificed when all we did was serve. So I kept what I'd learned and arranged the attacks to set things right again. My daughter, she becomes a hero. I become a trusted advisor, having found Kaiser, the research team... And cement my new position of influence when I hand them the name of the person responsible for the attack on New Atlantis: The dear departed Doctor Reginald Orlase. The associate who aided me all these years... and whom I always slated to take the fall. What luck he was stopped dead before he could hurt anyone else. His decades on the run brought to an end by another unlikely hero - you."
And why the hell do you care if the UC wants you as an advisor? "Why would I want to be in the good graces of the people who control my very life? I don't know, Captain. Maybe I still dream of a life outside these walls someday. A new face would be needed, of course, but it wasn't an impossibility. Though now, I'm not so sure."
How could you have coordinated all this from in here? "It wasn't easy. But the beauty of being loathed is that people will do whatever they can not to deal with you. They wanted to pretend I didn't exist and so I used their blind eye to my advantage. Still, establishing a back channel to Orlase via the UC recovery teams was painstaking work. I've led campaigns less nerve-wracking. They believed they were luring in wanted criminals, but were in fact delivering precisely encoded slates, filled with instructions invisible to any but their recipient. Dropped off at just the right moments to fall into the proper hands, all without the UC realizing whom they were actually dealing with. Slow work, but as you can see, ultimately effective."
Orlase? Why does that name sound familiar? "Can't remember the many lives you've taken? Hmm. Orlase was the man whose death you brought about around the moon of Etherea. The pilot of "The Warlock." The man I had you eliminate to hide my secret."
Ah. So I'm just your clean-up crew. You must think you're very clever. "Captain, please. You've benefited here as much as I have. Maybe more."
So you murdered UC citizens because of some slight against your honor? You're sick. "There are no heroes without a villain. I simply arranged the opportunity for us to overcome one and become the other. And we all benefited."
"It's why I had Orlase reprogram Kaiser. Had that old machine guide you to where I found the plant all those years ago. I went to great lengths to ensure your and Hadrian's success. And look at the results. I know for a fact the Cabinet's planning to honor both you and Hadrian once this is all done. Isn't that preferable to languishing away in obscurity, running jobs on the tail end of nowhere for the Vanguard? With only the vague hopes of perhaps earning the right to buy a home in the Well someday?"
What kind of honors are we talking here? "Something befitting the dedication to the Colonies you two have shown. While of course they can't give you a command - responsibility like that has to be earned - the Cabinet does have access to... considerable resources. I expect you'll be quite pleased with the result. And none it would've happened without my intervention."
I suppose there have been some benefits to all this. "Precisely."
If you're waiting for me to say "Thank you," we're going to be here a while. "I'm simply looking for you to acknowledge the truth."
They'd be honoring me for cleaning up your messes! "You're being honored only because I arranged the situations where it could happen. Be grateful."
"And let's not forget the importance of our actual end game. Eliminating the Terrormorphs, securing knowledge of the Lazarus Plant? What we've set in motion is going to protect thousands, maybe millions of lives. I'm simply requesting one more life be protected: mine. I've already sent along the evidence of Orlase's role in the attacks to the Cabinet, leaving out my own involvement. All I ask is that you confirm as much to the Cabinet. Tell them that it was Orlase and Orlase alone. After all, I do still have a long list of threats to the UC. This needn't be the end of our good works together."
What kind of work are we talking about here? "Hunting down criminals and other threats to the United Colonies. I expect they'll give me a bit more free range once this is all over. You would help me like you did with Orlase: track them down... and keep them from doing harm to the United Colonies. Impossible, though, if the Cabinet learns I'm the one responsible for the attacks."
You think I'm just going to forget the fact that you killed people to accomplish your "good works"? "And how many have you killed to get where you are now? There are no great works that don't cost lives, Captain, whether it's winning a war or... digging a tram tunnel. So we sacrificed a few dozen in the attacks to possibly protect millions? That seems like a fair exchange to me. I only hope you'll see the same and leave my name out of the discussions to come."
Fine. I'll make sure everything is pinned on Orlase. "Splendid. Then I won't keep you. You've got important work, after all. Here's to a bright future."
You know, I'm not sure what I'm going to tell the Cabinet. "Hmm. Well, I do hope you'll keep the larger perspective in mind, Captain. We've done something great here. Let's not squander the opportunity to do more."
I hope you've enjoyed this talk, because once I tell the Cabinet, it'll probably be your last. "That... is a pity, Captain. But... I am in no position to negotiate. Though we needn't be enemies, you and I. Just think about the opportunity I've provided here. There are more on the horizon... if you do the right thing."

"What's this? Just you, then? No UC executioner? So the Cabinet knows the truth about... Orlase? Splendid. That means you and I can get to work."

How on earth did you manage to deploy the Lazarus Plant on New Atlantis? "Once we'd cracked synthesizing the Lazarus Plant's pollen - research that took years in and of itself - the attacks were exceedingly simple. Orlase's ship would land on our target, bearing a few Heatleeches - nothing that would raise suspicion. Then Lazarus Pollen was pumped out of the ship during lift-off from the planet's surface. Shortly thereafter, an attack. A strike perpetrated in mere moments with no one being the wiser. Which is why the work you and Hadrian are doing now - the work I've put into motion - is so critical."
I wanted to ask - during the outbreak, why not try and evacuate Londinion? Why blow the spaceport? "We were in the middle of an all-out war, Captain. Committing ships to save the city would've left another undefended. Which city would you prefer I'd sacrificed? Cydonia? Gagarin? New Atlantis? And if anyone else had learned about the Lazarus Plant... well, the risk was too great. I weighed the options and made the call."
If anyone's going to know this, it's you: why did the UC lose the Colony War? "I'll tell you why. Because the UC was and is full of people unwilling to pay the price required for victory. In the last days of the war, the UC was on the precipice of executing a final great assault on the Freestar Collective home system of Cheyenne. A massive strike, capable of obliteraing Freestar central command and ending the conflict at long last."
Why wait so long? Why not just knock out their leadership early and be done with it? "A thought I'd had myself. But such invasions are costly - in resources and lives. Others in the UC believed a blockade would be sufficient to bring the Freestar Collective to its knees... but they were wrong. So instead they sacrificed far more lives in a protracted war, rather than doing the right thing from the start, and demolishing the Freestar capital when they had the chance."
Go on.
I'm guessing things didn't go according to plan. "You'd be right. Everything was in place."
[Freestar Collective Settler] If you think the Freestar people couldn't fight on without central leadership, you're mistaken. "And I wouldn't underestimate the UC's capability for coordinated action."
"But just before we could launch the strike, word came from Londinion. The Terrormorph outbreak had begun. I went to the city to assess the state of things... and discovered the Lazarus Plant. We couldn't spare ships for a proper quarantine, so it was my decision to destroy the spaceport and seal off the city. Deal with it quickly so we could get back to winning the war."
If you were able to get in, why couldn't you get the citizens of Londinion out? "I had a single ship. What would you have had me do? Ask them and the Terrormorphs to form a line? And the UC fleet was spread thin already. No, I touched down, assessed the situation, made a decision, and returned to the task at hand."
Keep going. "Very well."
Sacrifice one city to save others. I supposed I can see the logic there. "It seemed a simple choice."
Wouldn't want all those innocent lives distracting your from your galactic war. "You joke, but the scale we were working, that's precisely what it was. A distraction. And I dealt with it as such. Quickly. Definitively. The only reasonable resolution."
"So, upon my return from Londinion, we proceeded with our killing blow. Initially, we had great success against the mess the Freestar Collective called a navy. But then the Freestar citizenry decided to get involved. Dozens of civilian ships jumping in to shield their military counterparts. I, of course, had no trouble firing on what should've been designated enemy vessels... But my peers had lost the stomach for it. So many lives lost already, they wailed. So the great UC Navy was routed by a mob. They picked our ships apart. The UC surrendered not long after. And thus rang the death knell for the great UC."
Your planning seems sounds. Just a bad roll of the dice, I guess. "That's one way of putting it. But yes, bad luck... and weak subordinates."
Sounds like the only person you have to blame for the UC's defeat is yourself. "You're welcome to whatever opinions you'd like. But had I been listened to, you have my word, we wouldn't both be sitting here. What lost the UC the war was cowardice."
Bested by civilians. Ironic, considering the civilians you sacrificed on Londinion. "It's human nature to see patterns... even where there are none. What ended the Colony War was cowardice. Nothing less."

"What's this? Just you, then? No UC executioner? So the Cabinet knows the truth about... Orlase? Splendid. That means you and I can get to work."

Let's talk about this work you're offering. "Well, thanks to our combined efforts, the Sanon name has more clout with the Cabinet than it has in years. I hope to build on that. I have a long list of names civilized society would be better without. I just need someone to help me remove them from the picture. Should we begin the hunt or did you have questions?"
Am I going to get in trouble helping you? I presume this isn't sanctioned by the UC? "The UC doesn't consider these threats worthy of action just yet. But by the time they do, it may well be too late. Which is why we'll be dealing with them before they can cause greater harm. As far as possible legal repercussions, I'll only be sending you to targets once they're away from the general populace. You may have to deal with some mercenaries or other general banditry, but no one's going to shed a tear if a merchant of death or a chem peddler and their henchmen meet an early end. You won't be going after anyone the UC might miss. So you needn't fear in that regard."
So what exactly is it I'd be doing for you? "Just making the Settled Systems a little safer. Arms dealers, rogue scientists, UC turncoats, war criminals from the Colony War. Each poses a threat if left unchecked. I'd be directing you to them... and you'd be making the galaxy better for us all."
Actually, this was a mistake. I'm leaving. "If that's how you feel, so be it. I will be here, should you change your mind."
Let's get started. "Just what I was hoping to hear. There's a slate waiting for you in the transfer system."
