After talking to Clover MacKenna at the CeltCorp office, she will ask you for help. You will need to get to this office during your first One Step Ahead mission as an operative in the Ryujin Industries missions chain. You can convince Saburo to accept help by showing Clover's diary or using the Persuasion skill.
