Kaiser is a robot, specifically, a Combat Robot Model A, in Starfield.

Background[]

Kaiser is a war robot that helped the Red Devils during the colony war, he is able to perform scientific and military tasks with a precision human hands can't handle.

Kaiser was send to Niira to clean up xenowarfare projects, in particular: Unit 99 and its peers. He eventually became unable to continue his mission due to Heatleeches draining his powercells. Locals, particularly the workers of 1-Of-A-Kind Salvage, started referring to him as "Captain Ahab." This due to his hunt for Unit 99 being near parallel of the story Moby Dick.

Tell me about this mission first. "My mission is the disarmament of Unit XW-99. Designation Siren. Niira's final active Xenoweapon. Ninety-nine has proven a far more formidable adversary than its peers. Will you aid me with disarmament?"
If you're asking me to help you with your mission, sure, I can do that. "Excellent. We must disarm Unit XW-99. Designation Siren. Niira's final Xenoweapon. Are you ready to proceed to the mission site?"
But aren't there lots of these Siren things running around? Why is killing this one so important? "During the Colony War, handling of Unit 99 and its peers were among my personal duties. Deploy Unit 99. Defend Unit 99 against hostile forces. But above all, ensure Unit 99 was never used against non-combatants. When I was separated from the Xenowarfare team with the Armistice, Unit 99 and its broodmates remained here, causing many non-combatant deaths. So I am here to correct my mistake. I have nearly succeeded in disarming their brood. Only Unit 99 remains."
We're going to "disarm" a Xenoweapon? So I'll be helping you, what? Kill some alien? "Correct. Unit 99 is a Siren, a deadly biological specimen deployed to Niira during the Colony War, engineered for combat efficiency. Execution of said specimens is the standard method of Xenoweapon disarmament."

Killing is the standard "disarmament" method? Meaning there are other methods aside from killing? "Technically yes. All Xenoweapons have a control interface which allows them to be given orders. If Unit 99 were to be subdued, I could wipe its interface. This would prevent Unit 99 from ever being used as a weapon again. That would be technically sufficient for the parameters of my mission. However, it is my personal assessment that Niira would be better off with Unit 99 terminated."

Standard procedure would be a frontal assault on the outpost, no quarter given. Do you concur?"

How can this "Ecliptic" group use Unit 99 as a weapon? "Unit 99 has an integrated control apparatus. This "Neural Control Interface" allowed handlers to give the creatures orders during battle, a practice now explicitly prohibited. These mercenaries may be in the process of deciphering a way to access the interface, allowing them to weaponize Unit 99 again. Something we must prevent at all costs."
I want to try and disarm Unit 99 without killing it. "Elimination is the sounder course of action. But, based on my scans, what you are describing is feasible. Ecliptic appear to have already subdued Unit 99, though they could release it at any time. If you were to eliminate Ecliptic forces... or could manage to seal Unit 99's restraints without being detected, I could move in and disarm the creature's control interface. Such an approach would require no small bit of guile or stealth... neither of which are within my operational capacity. You would have to do it alone."

Kaiser: "... yes. They're faint but I'm detecting multiple valid signatures. I have restored power to the containers."
Percival: "Jackpot. Get down there and collect as many as you can."

Percival: "Nice work. Now, earlier scan picked up a valid Terrormorph sample, but, well, it's in the spaceport. And the quick route there looks like it got blasted when the port did."
Kaiser: "There are steam tunnels under the city which will allow us to access the spaceport."
Percival: "What're you... that-that's right. Kaiser, how did you know that?"
Kaiser: "I... am not sure."
Major Hadrian Sanon: "Percival, you see any better option?"
Percival: "Not from where I'm standing."
Major Hadrian Sanon: "Then we've got our answer."

Kaiser: "Beginning analysis... It is a match. This suggests with high certainty that the Lazarus Plant was used to trigger the attacks on both planets."
