The Oracle is a House Va'ruun research starstation, which you discover after jumping into a random system after starting the Shattered Space DLC.

Anasko Va'ruun learned of the secret experiments of his grandfather Jinan Va'ruun, founder of the House Va'ruun and the Cult of the Great Serpent. He was able to find the sealed laboratory and gain access to the remaining equipment and records. To continue the experiments, a gravdrive was installed on the Oracle starstation and manned with a crew of 76. The experiments conducted on this station by Sirak Veth'all became a prelude to Anasko Va'ruun's own experiment in the Scaled Citadel in Dazra.
After the experiment was launched on the planet, the station began jumping uncontrollably between star systems, and the personnel turned into Vortex Phantoms. The surviving researchers programmed the station to return to the orbit of the home planet and automatically transmit the results. After completing What Remains, the Oracle, along with your ship docked to it, will be in orbit of Va'ruun'kai.
