You can meet Chris Cullen near the Jane Weller store.
Head to New Atlantis. You'll find Logan Cullen there. She is generally found at The Viewport in the Spaceport district during the day. She can also sometimes be found wandering the Commercial District.
Speak to Logan and tell her you bring a special delivery from Chris for her birthday. This will remove Logan's Present and the "Happy Birthday, Logan" data slate from your inventory. She will then ask how Chris is doing. Regardless of how you respond, she will grant you your reward after the conversation is over.
