Suspicious Activities is a Miscellaneous mission in Starfield. It has multiple possible resolutions, each providing different rewards.
Background[]
Theresa Mason identified a couple of customers acting suspiciously at Kay's House.
The customers have been regularly sitting on the balcony at Kay's House and watching the UC Surplus for the last couple weeks. Theresa also believes she heard them mention "robbery", but wasn't sure. At this point, she thinks the suspicious customers are onto her, because they have stopped talking about it whenever she is around.

Detailed Walkthrough[]
Begin the mission by speaking to Theresa Mason at Kay's House and offering help figuring out what the suspicious customers are up to. She mentions she saw the suspicious customers hanging around the UC Surplus “earlier today”.
You can either tell Theresa you plan to report them to security, or tell her you will handle the suspicious customers before they cause any trouble (implying you will violently resolve the situation).
- If you tell Theresa you plan to report them to security right away, she will tell you she wants to ensure she is right about this hunch before she reports it to security.
- If you tell Theresa you plan to violently resolve the issue with the suspicious customers, she will state that is not how she wants the situation handled. She explains that Kay's House is the only safe haven in the Well, and that she cannot condone violence.
Regardless of your dialogue choice, she will eventually state that she doesn't want to report anything to security until she is certain of the customer's intentions, explaining that she "does not want to get anyone on security's bad side for no reason”. Theresa will then ask you to do a little eavesdropping on the suspicious customers. She states you both can decide what to do next once you figure out if they are truly up to something.
After the conversation with Theresa, head to the UC Surplus (taking a left from Kay's House and going to the end of the unit block.) Walk around the side of the building to find Louis King and Isaac Strum discussing the robbery. Listen in on their conversation to discover that they are discussing how easy it would be to rob the store. Isaac also mentions that he has a feeling that "that goody-two-shoes at Kay's House is going to rat us out”, and that they should strike while the iron is hot. They decide together that they'll rob the store “tonight”. Once their conversation ends, you will be prompted to report the planned robbery to Theresa.
You can also optionally approach Isaac for some additional funny dialogue (though it is not confirmed if any of the dialogue with Isaac will impact the quest outcome).
Once complete, return to Theresa to confirm the planned robbery. She will be dismayed and explains she was "hoping she was wrong”. At this point, she states security must be involved to stop the men from completing the robbery. She directs you to report the robbery directly to Officer Endler at the UC Security Office in the Well. She states that if Officer Endler gives you a hard time, you should explain that it was Theresa who sent you to report it. Theresa believes this will get him on your side.
- You can again offer to handle the situation yourself (implying violence towards the robbers), and Theresa will again shoot this idea down, stating the Well has enough violence as is, and requesting you do what she asks and report it to UC security.
Option 1: Report the crime to UC Security
Report the crime to Officer Endler in the UC Security office. A quest marker will direct you to the office, or you can ask Theresa for directions.
Regardless of if you bring up Theresa Mason or report the crime yourself, Officer Endler will heed the report and make his way to the UC Surplus. Both robbers see Endler approaching and flee to a nearby hallway.
Return the Theresa. If you chose to report the crime yourself without bringing up Theresa's name, you will lose 1 potential dialogue option (but the result of the quest does not change). She will be grateful that the potential crime was reported, and that security will be patrolling the area. She will then provide you with your reward.
(Hidden) Option 2: Coerce the robbers
There is another hidden option to resolve the quest. After Theresa directs you to report the crime to UC security, you can instead go directly to Isaac Strum (in the same spot) and mention your plan to report the robbery (and both of them) to security. You can accept an offer of 2000 credits and an agreement from the robbers to never visit the Well again.
Return to Theresa. You can attempt to lie, omit information, or directly tell Theresa what you did. Regardless of your dialogue choice, Theresa will know what you did. She will be disappointed that you didn't report the robbery to Officer Endler, but she will be content in knowing that the issue was resolved peacefully. She will then provide you with your reward. This path provides the most lucrative reward.
(Hidden) Option 3: Kill the robbers
There is another (second) hidden option to resolve the quest. After Theresa directs you to report the crime to UC security, you can instead go directly to Isaac Strum (in the same spot) and threaten him. If you choose to threaten him, both Isaac and Louis will pull their weapons on you. You need to kill them to advance the quest.
- At the time of writing this wiki page, if your companion ends up shooting/killing either of the robbers, this causes the entirety of UC security in the Well to attack you and your active companion.
Return to Theresa. You can attempt to lie, omit information, or directly tell Theresa what you did. Regardless of your dialogue choice, Theresa will know what you did. She will be disgusted with how you chose to resolve the issue. She will then provide you with your reward. This path provides the least lucrative reward.

- Additional 2000 credits from the robbers
- If you chose to violently deal with the robbers:

- 50 XP (in any chosen option)
Notes[]
- After their initial conversation about their robbery plans, Isaac and Louis will repeat 11 lines of dialogue continuously, unprompted.
- After Officer Endler begins his patrol of the UC Surplus, Isaac and Louis will retreat to a nearby hallway, where they will repeat 6 identical dialogue lines.
- Isaac and Louis behave similarly to the two robbers from the hit Christmas movie "Home Alone".
- Bug: Even when failing the objective "Report the planned robbery to Officer Endler”, upon completion of the quest this step will have a checkbox as if it was completed. The step will also visually fail during the quest.
