Theft is a Novice Social Skill.[1] It unlocks and improves the Pickpocket ability.

Progression and Strategy[]
Theft is relatively easy to level. The player just needs to go to an area with a lot of relatively spread out people. The player can pickpocket hostiles, but this (obviously) is a bit more tricky than pickpocketing neutral characters.
It is recommended for the player to get at least one level of Theft, as it is required for some quests. The player is hard-gated from the pickpocket ability without theft. The Levels 2 and 3 are not particularly useful, as the player can use 'save scumming' to avoid being caught. Level 4 can be very strong to disarm enemies or acquire valuable items.
Theft synergizes very well with Stealth.
