The Unfair Advantage can be obtained during the Eye of the Storm faction quest in the Crimson Fleet questline. During the end of this quest, choose to side with the Crimson Fleet. This will lead to a fight with Commander Kibwe Ikande and Lieutenant Toft. Defeat Commander Ikande, then loot his body to get the weapon.
