The Vampire's Sidearm can be looted from a weapon case located in Subsection Seven of the MAST Building in New Atlantis. The player gains access to this location during the UC Vanguard quest line. The weapon case is behind one of the locked blue doors in the area, and an Expert level lock needs to be hacked in order to open it.
