Where Hope is Built is the third story mission for the Freestar Rangers in Starfield.
Summary[]
My investigation of the mercenary company called the First continues. After meeting with HopeTech's founder and CEO Ron Hope, I learned that the stolen HopeTech ship I found on Montara Luna was also spotted on Neon. Finding the starship thief is my best hope for tracking down the First and finding out why they're trying to seize farmland.
Quick Walkthrough[]
- After confronting mercenaries on Montara Luna who were trying to intimidate a farmer off her land, I'm returning to Akila City to report to Marshal Blake.
- Go to Akila City.
- When I described the men I encountered on Montara Luna to Ranger Diego Monroe, he said they fit the description of the First, a new mercenary group about which little is known. I need to take this information back to Marshal Blake at the Rock.
- Talk to Daniel Blake.
- I've been made a full-fledged Freestar Ranger, and now I need to collect my uniform and sidearm from the equipment locker in The Rock.
- Now that I've collected my Freestar Ranger uniform and sidearm, I need to check back in with Marshal Blake at the Rock.
- My first assignment as a Freestar Ranger is to learn why the First mercenary company is threatening farmers. To do that, I'll need to find them. My best lead is the ship the mercs on Montara Luna were using, which was stolen from the HopeTech factory on Polvo.

- My investigation into the mercenary company called the First continues. In HopeTown, Ranger Nia Kalu has offered to introduce me to HopeTech's founder and CEO Ron Hope. I need to learn what he knows about the theft of the starship that the mercenaries on Montara Luna were using.

Detailed Walkthrough[]
Speak with Marshal Blake at The Rock and explain what happened on Montara Luna.
He will direct you to the Valo system, to the planet Polvo. A Freestar Ranger named Nia Kalu is the one currently stationed there, and should be able to help with the investigation.
Head to your ship and jump to Polvo in the Valo system. Once arriving, you will immediately receive a distress signal from Nia Kalu. Dock with her ship.
Once inside speak to Nia. She will explain that she was tracking a band of outlaws that were preying on merchant ships. They got the jump on her - she managed to run them off but was outnumbered 3 to 1. This caused significant damage to her ship and some injuries to Nia herself. She will ask you to complete some minor, essential ship repairs for her - enough to get her to HopeTown for a full repair. Walk around the ship and complete the repairs to the three systems. Once complete, head back to Nia and let her know you are finished.
- If you explored the ship earlier, you might have already come across all the necessary repairs and completed them before talking to Nia. This will result in a minor change in dialogue, where you let her know you already completed the repairs before speaking to her.
She will express some gratitude for the assistance.
- If you try to bribe her for credits or ask for a return favor for completing the repairs, she will give you a lecture about Freestar Ranger ideals.
After the repairs are finished, Nia explains that "we" (the Freestar Rangers) cannot allow the outlaws to make it back to their hideout - we may never find them again. She asks you to track them. They were last seen heading to Polvo's moon Miatha.
Head to Miatha. Once you jump to the moon, the outlaws will attack on sight. Destroy all the outlaw ships. Head back to HopeTown - and into the HopeTech building. Speak with Nia and let her know you took out the outlaws. She will inform you that Marshal Blake sent a courier with a briefing on the case. On your call, you can head upstairs speak with Ron Hope and figure out why nobody reported the starship theft. Follow Nia up to Ron's office.
Speak to Ron. After the conversation with him, Cosette will enter the office and explain they have a new development: the stolen ship was seen landing in Neon right after the theft occurred. With this new development, your conversation with Ron ends, and Nia asks to speak with you.
Nia will explain a little bit about the Freestar Ranger posted in Neon: Jaylen Price, and explain how Neon operates compared to other places in the Freestar Collective. After your conversation, she will send you off to Neon and you receive your credit and XP reward.
